Bill Paschal was elected to the SCUC ISD Board of Trustees in November 2025 and brings deep, multi-generational ties to the district. He attended Rose Garden Elementary School (grades 2–5) and graduated from Clemens High School. His four sons were educated in SCUC ISD from kindergarten through graduation. His wife, also a Clemens graduate, served as an elementary teacher in the district for 20 years. His family’s legacy of service includes his mother, the district’s first school nurse who later taught at Clemens for more than two decades, and his father, who served for many years as a guidance counselor at Clemens. Mr. Paschal previously served 12 years on the SCUC ISD Board of Trustees, including four years each as President and Vice President. In recognition of his contributions to the district and community, he was inducted into the SCUC ISD Hall of Honor in 1999. He brings more than 30 years of experience in management and governance, with leadership roles across small, medium, and large organizations. His professional background includes over two decades in global technical and business management positions with a major energy company. In addition to his school board service, he has served on the board of a Tax Increment Finance Zone for the City of Schertz and on several nonprofit boards. Mr. Paschal is a strong advocate for public education. He holds a bachelor’s degree in mechanical engineering and a Master of Business Administration from The University of Texas at Austin. He is also an FAA-licensed commercial and instrument pilot, Certified Flight Instructor, and Advanced Aviation Ground Instructor. He strongly supports the importance of a cohesive “Team of Eight,” recognizing that collaboration between the Superintendent and Board is essential to sustaining a thriving learning environment. He believes board members must remain fully engaged, uphold the highest ethical standards, and serve all stakeholders with respect and integrity.
